Wife of police chief indicted for felony misappropriation

As residents of The Colony are awakening from food comas and children are finally putting down the toys, news of an indictment of a wife of a high profile figure is swirling through the city.

Kelly Dee Clark, 48 and the wife of Police Chief Joe Clark, has been indicted by a grand jury and charged with misappropriation of funds -- a first-degree felony punishable by up to life in prison.

Clark was a finance executive at Star Insurance Service. The company's owner, Alan Robinson, has also been indicted on the same charge, as has Steven Thomas, who is the president and secretary of Star Premium Finance.

The group is accused of misappropriating more than $200,000 received from insurance claims for personal use. According to court records, the alleged incidents took place between January 2008 and July 2009.

Both companies that are associated with the charges and are no longer in existence.

The city is taking no action at this time, City Manager Troy Powell said in an email.

"We're aware but since its not a city employee that has been charged we have no formal comment other than we're aware of the situation and will monitor it as it goes forward," he said.

Chief Clark could not be reached for comment.
